The employees that perform the task for the government is referred to as government employees whether it is permanent or hire form other private companies for the governmental purposes. Government employees work on the federal, local and state levels according to their grades that are assign from the government. The permanent employees are sub-divided in further grades on the basis of their skills, qualifications and qualities. The categorised structure of Pakistan government employees are given below:

  • Grades/BPS, 16 to 22: This includes the GM (General Managers), Gazetted Officers, AD (Assistant Director), DD (Deputy Director), Commissioned Army/PAF/Navy Officers, and also the Commissioned Officers of Armed Forces (JCOs)
  • Grades/BPS, 11 to 15: Grades for the Field Supervisor, Junior Officers and Non-Gazetted Officers
  • Grades/BPS, 5 to 10: This grade is for the Field Work Supervisors, SNCOs/NCOs, and Lower Grade Officers
  • Grades/BPS, 1 to 4: This is for the Field Workers and for the Labourers

BPS Pay Scales in Pakistan for the Year 2016-17

A draft list has been prepared by the employees of the federal government which is the combination of all grades employees BPS Pay Scales in Pakistan and the incremented detail. This list is given in the table below. The list is approved by the President of Pakistan at July, 1st, 2016, on the basis of which the detail of BPS Pay Scales in Pakistan are announced for the year 2016-2017.

In the case of occurring promotion i.e. from lower to high grade, the specific institution need to pay the employees concerned in the revised BPS Pay Scales in Pakistan or pay scale may be fixed and so enhanced that it would not be less than the pay that would have been admissible to him if his/her promotion to the higher post/scale had taken place after the introduction of these scales, before the introduction or promotional news for the selected employees.

The special allowances, and other benefits are on the basis of the percentage of the pay and for some employee assign house rent allowances (equal to the basic pay of one month) granted to Federal Government employees irrespective of his/her posting in Ministry/Division/Department/Office etc. including employees in BPS 1-22 of Judiciary shall stand frozen at the level of its admissibility as on June 30, 2016.
