QUALIFICATION:Master Degree in Computer Science or any discipline related to Information Technology from a reputableaccredited local or foreign University. Candidates with MBA Degree and Project Management Certification will bepreferred.EXPERIENCE I SKILLS:The Candidate should have a minimum of 12-years diverse IT industry experience, including at least 5- years at asenior management level successfully leading and implementing programs I projects in complex technicalenvironment with ownership and full accountability. Dynamic, proactive candidate with a proven track record ofmanaging an ICT function within a large ICT consultancy or IT /telecommunications service provider, or OSS /BSS vendor will be preferred. A Successful track record of initiating and supporting large-scale organizationalchange and the management of the ICT infrastructure to support the change would be a distinct bonus.The candidate must have the capacity for developing a vision of how ICT can transform e-Govemment servicesand contribute to government efficiency and quality of life of citizens. Candidates need to have strong planning andadministration skills to evaluate organizational needs, shape future strategy and embed a transformationalchange in the delivery of Accelerated Digitization - in collaboration with the heads of all NITB Directorates andother stakeholders.To help efficently deliver Accelerated Digitization, candidates will be expected to demonstrate in-depthunderstanding of state-of-the-art and emerging ICTs, strong analytical, project management and businessprocess re-engineering experience. The candidates experience should include hands on hybrid projectmanagement practices, including waterfall and Agile/Scrum, enterprise applications development, networking &servertechnologies, standards & interfaces and open source systems.Effective team leadership and management experience and excellent written communication, negotiation andrelationship building skills and the ability to interact with and manage diverse stakeholders, including variousFederal Government departments, are mandatory.
